HON. JANN PATRICE DUBOIS is a district court judge in the 4th Judicial District where she presides over both a criminal and domestic relations docket. She was appointed by Governor Owens in August 2005 after having served as a district court magistrate for nine years. Judge DuBois received her B.A. degree from The Colorado College and her J.D. degree from the University of Colorado School of Law. After admission to practice, Judge DuBois joined the District Attorney's Office in 1987 where she worked as a deputy district attorney, senior deputy and chief deputy for the Child Support Enforcement Unit. She joined the bench in October 1996 as a magistrate where she exclusively handled domestic/family law cases. She is a frequent speaker/presenter on family law issues at conferences both in Colorado Springs and throughout the state. MAGISTRATE ROBERT C. ERLER is the district court magistrate for Division V in the 4th Judicial District. HON. THOMAS K. KANE is a district court judge in the 4th Judicial District. He was appointed to the bench on September 16, 1994. Prior to his appointment, Judge Kane was an associate/partner in a civil litigation firm for 17 years. He is a member of the Colorado Supreme Court Civil Rules Committee, the Colorado Supreme Court Committee for Jury Instructions - Civil, and The Case flow Planning and Coordinating Committee. Judge Kane has served as a trustee to the El Paso County Bar Association, chaired the Professionalism Committee of the El Paso County Bar Association and was elected president of that organization in 1994. He is a fellow of the Colorado Bar Foundation and past president of the Ben Wendylken Inn of Court. Judge Kane graduated with distinction from the University of Colorado and earned his J.D. degree from the University of Colorado School of Law. HON. ROBERT L. LOWREY is a district court judge in the 4th Judicial District, where his assigned workload consists of civil and criminal cases. He was appointed to the bench in August 2003 and assumed his position in January 2004. Judge Lowrey was a general practitioner from May 1982 until his appointment. His practice was in the areas of criminal defense, domestic relations and civil litigation. Judge Lowrey graduated from the United States Air Force Academy. During his five years of active military duty, he earned his master's degree in public administration from Georgia College. He subsequently graduated from the University of Colorado School of Law. HON. GILBERT MARTINEZ is the chief presiding judge in the 4th Judicial District. He was appointed to the bench in 1989, and in 1994, he was elevated to his current position. A graduate of the University of Colorado, Judge Martinez served as a public defender from 1978 to 1989, directing the Colorado Springs Public Defender's Office for four of those years. HON. VICTOR REYES is a district court judge in the 10th Judicial District where he presides over civil, domestic relations, criminal, juvenile and probate cases. Judge Reyes was appointed to the bench in August 1998 and began service in January 1999. Before going on the bench, he served for 16 years as a deputy state public defender in the Pueblo office. Judge Reyes currently is on the faculty of the National Judicial Institute on Domestic Violence, sponsored by the National Council of Juvenile and Family Court Judges. He participates in training on domestic violence matters in the state. HON. TIMOTHY J. SIMMONS is a district court judge in the 4th Judicial District. Judge Simmons currently is handling mostly a mix of civil, criminal and probate cases. Prior to his appointment in July 1998, he was a part-time Colorado Springs Municipal Court judge and was in private practice. Judge Simmons currently serves on the state Office of Dispute Resolution Advisory Committee and the Court Care Board of Directors. He has served twice on the Board of Trustees of the El Paso County Bar Association and is a founding member of the El Paso County Bar Foundation. Judge Simmons graduated from West Point and obtained his law degree from the University of North Carolina. MAGISTRATE EVELYN H. SULLIVAN is the district court magistrate for Division R in the 4th Judicial District. Magistrate Sullivan obtained her J.D. degree from the University of Colorado School of Law. She has served as a volunteer attorney for the Pikes Peak and Arkansas Valley Legal Aid Office. As a deputy district attorney in Colorado Springs, she established and enforced paternity and child support obligations for six years prior to becoming a magistrate in district court, presiding primarily over juvenile matters. MODERATOR - LISA M. DAILEY is a sole practitioner in El Paso County where she has practiced for more than 20 years. Ms. Dailey's practice is limited to family law, including separation and divorce, parenting plans, classification and division of marital and separate property, spousal maintenance, child support and related issues. She currently represents clients in a variety of dispute resolution models, including litigation, arbitration, mediation and collaborative. Ms. Dailey also accepts private mediation and mediation-arbitration cases. An honors graduate of the University of Denver, Ms. Dailey received her J.D. degree from the University of Colorado School of Law. She is listed in The Best Lawyers in America and has received an AV rating from her peers through Lexis Nexis Martindale-Hubbell. Ms. Dailey is a member of the local, state and national family law bar association sections; the Colorado Springs Leadership Institute; the Association for Conflict Resolution; and the Colorado Collaborative Law Professionals. She served as the chair of the Family Law Section from 2003 to 2006, and currently serves as the immediate past president of the El Paso County Bar Association. Ms. Dailey also serves on the Colorado Lawyer Trust Account Foundation Board and the Board of Directors for the Catamount Institute. She has made presentations on a wide range of family law related topics for numerous meetings and seminars.
