CHARLES J. MOLL III is a partner in the law firm of Winston & Strawn LLP, where he leads the firm's nationwide state and local tax practice. Mr. Moll's practice primarily involves the resolution of tax controversies. He regularly appears before various California tax authorities; such as the State Board of Equalization and the Franchise Tax Board, and local authorities; such as assessors and assessment appeals boards, on a wide variety of taxes. He has litigated at all levels of California's courts, the U.S. Tax Court, and the U.S. Supreme Court. Mr. Moll's practice includes tax matters in other states, as well as federal tax controversies, including representation of clients in federal courts and at appellate hearings before the Internal Revenue Service. Mr. Moll served as chair of the Tax Section of the California Bar from 2003 to 2004. He founded and is past chair of the Environmental Taxes Committee of the American Bar Association Section of Taxation. He currently serves on the Executive Committee of the ABA Section of Taxation State and Local Taxes Committee, and is an editor and author for Lexis-Nexis online State Tax Practice Insights. Mr. Moll assisted in writing the State Board of Equalization's Assessment Appeals Manual and the Assessor's Handbooks 502 "Advanced Appraisal" and 504 "Assessment of Personal Property and Fixtures." He is a frequent speaker on taxation issues both statewide and nationally. Mr. Moll received his A.B. degree, with distinction, in economics from Cornell University and his J.D. degree, with honors, from The George Washington University Law School. In 2010, Mr. Moll was selected as a Northern California Super Lawyer. TROY M. Van DONGEN is a partner in the San Francisco office of Winston & Strawn LLP, where he focuses his practice on the resolution of state and local tax controversies through negotiation and litigation. Mr. Van Dongen has advised clients across the country in a variety of state and local tax matters, including income, franchise, sales, and use taxes, and he has a particularly strong background in property taxation. His experience includes a wide range of industries, including manufacturing and software, banking and finance, biotechnology, hospital management, non-profit organizations, commercial office leasing, solar and geothermal power production, lodging, education, security services, oil and gas, telecommunications, paper manufacturing, and sports and entertainment. He also has counseled clients on the tax consequences of new forms of communications technology and the unique tax challenges in the telecommunications industry. Mr. Van Dongen received his B.S. degree in finance, banking, and real estate, cum laude, from San Francisco State University and his J.D. degree from Golden Gate University School of Law, with an award of Outstanding Achievement in the field of real estate law. Mr. Van Dongen is a member of the California State Bar Association and serves as the chair elect for the Tax Section, State and Local Tax Committee. He also is a member of the American Bar Association's Tax Section, the Bar Association of San Francisco's Tax Section, the Institute for Professionals in Taxation's Property Tax Section, and the Taxation Committee of the U.S. Council for International Business. In addition, Mr. Van Dongen serves as chair for the Marin County Assessment Appeals Board. He is a frequent speaker and author on topics related to his areas of practice. In addition, Mr. Van Dongen has made presentations to the Joint Committee on Taxation and the House Ways and Means Committee in connection with state and local tax issues affecting interstate commerce.
