THOMAS B. BROWN is a partner in the firm of Burke, Williams & Sorensen, LLP, and a member of the firm's public law, real estate and business law, litigation, environmental law, and sustainability practice groups. He served for 12 years as the city attorney for the city of Napa. Prior to his tenure at the city of Napa, Mr. Brown served as senior deputy city attorney for the city of Berkeley. He represents both public agency and private clients. Mr. Brown's practice focuses on all aspects of municipal law. He has extensive experience advising clients and litigating in land use, zoning and planning, the California Environmental Quality Act ("CEQA"), real property entitlements, police power, municipal taxation, Brown Act, Public Records Act, code enforcement, intergovernmental relations, grand juries, elections, initiatives and referenda. Mr. Brown was a visiting professor at Sonoma State University where he taught "California Land Use Law" (Spring semester, 2002). He earned his B.A. degree from the University of California at Santa Barbara and his J.D. degree from the University of California, Hastings College of the Law. Mr. Brown has been a frequent speaker and author on topics related to his areas of practice for the County Counsels Association, Contra Costa County City Attorneys Association, Marin County Bar Association, League of California Cities and others. He is a member of the State Bar of California and admitted to practice before the Federal District Courts for the Northern and Eastern districts of California, Ninth Circuit Court of Appeal and the U.S. Supreme Court.
