HON. PETER W. BOWIE is the Chief Judge of the U.S. Bankruptcy Court for the Southern District of California. Judge Bowie was appointed to the bankruptcy bench in 1988. Prior to his appointment, Judge Bowie had been the chief assistant U.S. Attorney in San Diego, where he oversaw operations of the criminal and civil divisions. Judge Bowie earned his B.A. degree at Wake Forest University and his J.D degree at the University of San Diego. Judge Bowie is a member of the Committee on Codes of Conduct for the Judicial Conference of the United States. He served on the Executive Committee for the Ninth Circuit Judicial Conference from 1991 to 1994. He is a member of the National Conference of Bankruptcy Judges and a former director of the San Diego Bankruptcy Forum. HON. LAURA S. TAYLOR is a United States Bankruptcy Judge for the Southern District of California. Judge Taylor was appointed to the Bankruptcy Court for the Southern District of California on January 10, 2008. Prior to her appointment, Judge Taylor practiced in the areas of commercial and bankruptcy law. She earned her B.A. degree summa cum laude at the University of North Carolina at Chapel Hill and her J.D degree at Duke University. She is a member of the Ninth Circuit Conference Executive Committee, founder of the San Diego Volunteer Lawyer Program's Special Education Project, and a former Board Member and Board Chair of the San Diego Regional Center for the Developmentally Disabled. TIFFANY L. CARROLL is currently serving as the Acting United States Trustee for Region 15, covering the Southern District of California, the Districts of Hawaii and Guam and the Commonwealth of the Northern Mariana Islands, a position she was appointed to in March of 2008. She became an Assistant United States Trustee in the San Diego office, covering the Southern District of California in 2005 after serving as a trial attorney and attorney advisor for the United States Trustee Program since 1991. Ms. Carroll is a member of the San Diego and the California Bankruptcy Forums. She is a frequent guest lecture on bankruptcy related topics. Ms. Carroll earned her B.A. degrees in history and sociology at Pitzer College and her J.D. degree from Seattle University School of Law. DAVID L. SKELTON has been a Chapter 13 Standing Trustee for the Southern District of California since October 1990. In addition to Chapter 13 cases, he has also administered several Chapter 12 cases. Mr. Skelton received his B.A. degree from the University of Minnesota. Thereafter he attended Navy Justice School. He received his J.D. and L.L.M. degrees from the University of San Diego. He also attended a program at the National College of Advocacy. Mr. Skelton was admitted to the California Bar in 1980, and was a partner doing civil and domestic law prior to entering the bankruptcy field as a staff attorney for a Chapter 13 Trustee. Currently he is a member and has been a speaker at seminars held by the National Association of Chapter Thirteen Trustees. Mr. Skelton has also been a speaker at various programs including those sponsored by the University of San Diego, the California Credit Union Collector's Association, the San Diego County Bar Association and the Bankruptcy Forum. LESLIE T. GLADSTONE is a Chapter 7 Panel Trustee for the Southern District of California. She has also served on multiple occasions as a chapter 11 trustee, examiner, chapter 11 disbursing agent, special master and receiver. Ms. Gladstone is a principal in the law firm of Financial Law Group, which specializes in representation of bankruptcy trustees. She earned her J.D. degree at Pepperdine University in 1989, externed for the Honorable Barry Russell in the Central District of California, was an associate at Gray Cary Ames & Frye (now DLA Piper) in their bankruptcy department and was appointed to the trustee panel in 1988. Ms. Gladstone has served on the board of the San Diego Bankruptcy Forum, the Women's Insolvency Network, the San Diego Receiver's Forum and the National Association of Bankruptcy Trustees. MODERATOR - MICHAEL T. O'HALLORAN is the principal of the Law Office of Michael T. O'Halloran, where he practices in the areas of bankruptcy and insolvency law. He is certified as a specialist in business bankruptcy and consumer bankruptcy by the American Board of Certification and as a bankruptcy specialist by the State Bar of California Board of Legal Specialization. Mr. O'Halloran was the author of a chapter in Personal and Small Business Bankruptcy Practice in California, published by the University of California, CEB, in 2003-2008. He was named the outstanding mediator for the Southern District of California, Bankruptcy Court, in 1991 and 1999. He earned his B.A. degree, cum laude, from the University of California, San Diego, and his J.D. degree from the University of Southern California. Mr. O'Halloran was a founding director and past president of the San Diego Bankruptcy Forum. He is a past chair of the Bankruptcy Law Advisory Commission to the Board of Legal Specialization of the State Bar of California. He is an adjunct professor in the Bankruptcy LLM program at Thomas Jefferson School of Law.
