JEFFREY D. GROSS is a shareholder in the Phoenix law firm of Gallagher & Kennedy, P.A., where he concentrates his practice in the areas of commercial litigation and real estate litigation with an emphasis on zoning and land use disputes and eminent domain. He is a certified real estate law specialist by the State Bar of Arizona Board of Legal Specialization. Mr. Gross has extensive experience in land use related matters at the governmental, trial court and appellate court levels. He has been a frequent presenter to business and legal professionals on topics involving Proposition 207, zoning and land use law, and eminent domain. Mr. Gross earned his B.S. degree from Arizona State University and his J.D. degree, with distinction, from the University of Arizona. WILLIAM E. LALLY is an associate with Ridenour, Hienton & Lewis, PLLC, where his main areas of practice are land use, zoning and municipal/administrative law. Mr. Lally's areas of expertise are banking and finance, specializing in zoning and land use entitlements throughout Arizona, including the greater Phoenix metropolitan area and surrounding communities, the development services support including post entitlement permitting and infrastructure planning, the resolution of code violation matters, real estate transactions related to development issues such as development agreements, easements, deeds, dedication instruments and CC&Rs, real estate research and due-diligence for real-estate purchase or management, public utility matters including utility rate case applications and utility line siting cases before the Arizona Corporation Commission, and local and state administrative matters, including liquor license applications, water rights matters and other various development related issues. He has taught numerous legal education seminars on land use, zoning and utility regulation topics. He earned his B.A. degree from Arizona State University and his J.D. degree from Florida Coastal School Law. JASON BARCLAY MORRIS is a founding partner at the law firm of Withey Morris, P.L.C. His past experience includes work as a congressional staff member, and as partner with the land use section for a major Phoenix law firm. Mr. Morris's practice is exclusively in land use, planning and zoning and municipal law in the Phoenix metropolitan area, as well as the outlying counties and municipalities. His client list includes several national homebuilders, master plan developers, commercial-industrial landowners and Fortune 100 companies. Mr. Morris also has successfully litigated land use cases on behalf of property owners against Arizona municipalities. He served as chair of the City of Phoenix License Appeals Board and is the District 3 representative to the Maricopa County Transportation Advisory Board. Mr. Morris also was appointed by the Mayor to serve on the City of Phoenix Development Advisory Board. He was past-chair of Valley Leadership's State Legislative Committee. In that capacity, Mr. Morris worked extensively on the Growing Smarter Legislation as well as opposing the Citizen's Growth Management Initiative. He also recently served as an Ad Hoc Committee-member advising on the combination of the Planning & Development Services Departments at the City of Phoenix. SMILEY is an attorney at the law firm of Curtis, Goodwin, Sullivan, Udall & Schwab, PLC, where she practices in the areas of municipal law, including land use law and real estate, civil litigation, condemnations and general legal advice. Ms. Smiley is a member of the American Bar Association (Probate and Real Property sections), State Bar of Arizona (Probate and Real Property sections), Maricopa County Bar Association and the Arizona Women Lawyers Association. She is admitted to practice in Arizona before the U.S. District Court for the District of Arizona and the 9th Circuit Court of Appeals. Ms. Smiley earned her B.A. degree, cum laude, from the University of Michigan and J.D. degree, cum laude, from Arizona State University College of Law, where she served as the executive managing editor of the Arizona State Law Journal . ELLEN M. VAN RIPER is an attorney with Berke Law Firm in Phoenix, where her practice focuses upon providing legal representation to local governments in the areas of land use and zoning, economic development, elections, municipal governances and related litigation. Prior to joining Berke Law Firm, she served five years as Assistant City Attorney for the city of Peoria, Arizona, where she advised the city on land use, zoning, economic development, public contracts and other transactional matters. Prior to joining the city of Peoria, Ms. Van Riper was in private practice where she represented numerous municipalities and counties, citizen groups and property owners in regard to land use, zoning, election and eminent domain matters with an emphasis on litigation and administrative appeals. She is admitted in Arizona and Colorado and is a member of the International Municipal Lawyers Association, the Defense Research Institute and the State Bar of Arizona's Local Government Practice Section. Ms. Van Riper is a frequent speaker on land use, zoning, elections and eminent domain topics for the Arizona City Attorneys Association, and for continuing legal education providers such as the State Bar of Arizona, National Business Institute and CLE International. She earned her J.D. degree from Rutgers-Newark School of Law, where she was a member of the Law Review. NICHOLAS J. WOOD is a partner in the Phoenix office of the law firm of Snell & Wilmer L.L.P., and is the chairman of the zoning and land use practice group. He concentrates his practice in zoning and land use law matters. Mr. Wood is a former adjunct professor of law (property) at Marquette University Law School. He has written numerous publications on zoning and land use issues. Mr. Wood earned his B.S. degree from the University of Wisconsin, his J.D. degree from Marquette University Law School and his LL.M. degree from DePaul University Law School.
