HARVEY HARRIS is a sole practitioner in the Harris Law Firm. He practices in the areas of wills, estates, tax issues and civil litigation. Mr. Harris earned his B.A. degree from Centenary College and his J.D. degree from the University of Arkansas at Little Rock. KATHLEEN SCHEIBNER is a sole practitioner in Little Rock where she focuses her practice on estate and trust planning and probate. Ms. Scheibner has lectured to financial planners on estate planning matters. She is a registered investment advisor representative, Chartered Financial Consultant, Chartered Life Underwriter and holds the Series 6 and Series 63 licenses. Ms. Scheibner is a past president of the Central Arkansas chapter of the Society of Financial Service Professionals and the National Association of Insurance and Financial Advisors. She is a member of the Arkansas, American and Pulaski County bar associations. She earned her B.A. and J.D. degrees from the University of Arkansas at Little Rock and was admitted to the bar in 1983. D. SCOTT SCHRADER cofounded the firm of Winburn, Mano, Schrader & Shram, PLLC, in January, 2011, where his practice is concentrated in the areas of estate planning and post-death administration, as well as estate litigation and disputes. He advises clients with respect to a wide range of issues relating to wills and trusts, estate planning, trust administration, charitable giving, life insurance and taxes. Mr. Schrader is licensed to practice before the Arkansas Supreme Court, the U.S. District Courts for the Eastern and Western Districts of Arkansas, the U.S. Appellate Court, 8th Circuit and the U.S. Tax Court. He earned his B.A. degree from Ouachita Baptist University and his J.D. degree from the University of Arkansas at Little Rock. Until recently, Mr. Schrader served as a contributing editor to the Journal of Practical Estate Planning, a CCH publication, and an author of numerous articles published in that publication. Mr. Schrader is a principal member in WealthCounsel, LLC, and in the Advisor's Forum, LLC. REBECCA H. WINBURN is an attorney at the law firm of Miller & Schrader, PA, where she practices in the area of elder law. She advises clients with respect to Medicaid planning, long-term care planning, guardianships and special needs trusts. Ms. Winburn has presented locally to lay and professional audiences on basic estate planning and Medicaid planning. She is a member of the American and Arkansas bar associations, and the National Academy of Elder Law Attorneys. Ms. Winburn is licensed to practice before the Arkansas Supreme Court and the U.S. District Courts for the Eastern and Western Districts of Arkansas. She earned her B.A. degree from Randolph-Macon Woman's College and her J.D. degree from the University of Arkansas at Little Rock.
