JO CARSON is an attorney ad litem with the administrative office of the Courts in Little Rock, Arkansas. Ms. Carson is assigned to the 12th Judicial District in Fort Smith, her practice focuses on representing dependent-neglected children in the custody of the state. Previously, she was in private practice where she specialized in representing clients in complex litigation matters and she served on the Arkansas Legislature where she chaired the Aging Children and Youth Legislative and Military Affairs Committee. Prior to her government service and private practice, Ms. Carson taught high school and college and continues today as an adjunct instructor at the University of Arkansas-Fort Smith. She is an active associate member of the National Council of Juvenile and Family Court Judges and a member of the Sebastian County Bar Association. Ms. Carson has written and spoken on various issues involving children and education. She is a graduate of the University of Arkansas-Fayetteville Law School. CARROL ANN HICKS is a managing member of the firm of Hicks & Associates P.A., where she practices in the areas of education law, special education law, family law, divorce and child custody. For 10 years prior to law school, Ms. Hicks was a special education teacher in Arkansas. She is a certified mediator and a domestic relations attorney ad litem, as well as a member of the Arkansas (Family Law Section) and American bar associations. Ms. Hicks earned her B.A. and B.S.E. degrees from the University of Arkansas at Little Rock and her M.Ed. degree from the University of Arkansas at Fayetteville. She earned her J.D. degree from the University of Arkansas School of Law.
